Does the Smite psychic power (and other powers that cause Mortal Wounds) count as an Attack?

(I'm thinking with regard to the Ynnari Relic Corag Hai's Locket, which gives the user permanent strength and movement whenever he destroys a unit with an attack.)

Smite is a psychic power, not an attack. Check the tau codex FAQ, it's answered there. An attack is done with a ranged weapon or a melee weapon.

Not entirely accurate. Here is the FAQ:

Q: For the purposes of the Saviour Protocols ability, what exactly
constitutes an attack?
A: In this context, it is an attack made with a ranged or
melee weapon.

This clearly only applies for Saviour Protocols. You could try and claim precedent, but I think even that is weak due to the phrase "in this context" which implies that in other contexts other things might be attacks.

In the core rules both the shooting phase and fight phase refer to attacks the psychic phase does not nore does damage occuring in other phases

If you don't take the tau FAQ answer for general (Its common for GW to do that), then my other answer still stands. The core rules say attacks are made with ranged/melee weapons.
