I live in Eastern Europe and around my place I never seen any good quality acrylic sprays. Only ones that cost about 2$ which work, but leave the mini very dusty and textured, not smooth at all. Can't order any kind of spray from GW or Element Games because of hazard laws. Anyone know a place where I can order better sprays ?

Have you tried looking in generic homeware and hardware stores? The spray primer I have bought from Wilko (a UK store that sells a bit of everything) is better than any of the GW or Army Painter ones I have got and was much cheaper too

I used Abro ( http://www.abro.com/images/spraypaint%20group%20vs2.png?crc=74656140 ) rattle cans a few times, not superb, but they did the job. I've seen W&N sprays at hobby stores. But I guess it varies from country to country.
Texture can mean that maybe spray gone bad or was frozen or something. Generally speaking inexpensive rattle cans can do job just fine, but I guess you have to try them all to find out. You want matte/satin ones.
The other place you want to check is where they sell the airbrushes, small shops, in their little office buildings.

I will have to look around a bit more, maybe I'll find something in another city's hardware store. I was just curious if there is any place where I can actually order from.

I really like Army Painter. You can get them from pretty much anywhere. I've bought them from Amazon, and even from their website. They're based in the Netherlands(?) so it takes a minute to get to me, but their sprays, in my opinion, are much better then GW's. www.thearmypainter.com

Just going to say it because i fell i should. The 5 dollar spray can i used from hardware store is just as good quality----------- IN MY OPINION --------as the citadel spray i used to use.
So yeah. Good luck either way, sorry if this is a disappointing comment.
EDIT - Why do i feel every time i make a comment like that one i just did, that GW really hates me and wishes i would shut up.
edit - So i recommend buying a cheap spray that you can test out first before spending the extra money for no difference in quality.

Indeed, I agree with Stormatious. In the states Quikcolor spray at a $1 US a can is my go to for priming. I've mostly switched to priming with my airbrush and Stynylrez, but for rattle can priming most any flat spray will work just fine. If you are priming metal, I'd pay a bit extra for something that is an actual primer (NOT GW sprays) but for plastic, the cheaper stuff tends to work very well. Always do a test before committing models to any spray can.
