Eldar player puts a Fire Prism in a DeepStrike with the Cloudstrike start.
It comes in on turn 2.
How many times can it fire? If it moves under half it can fire twice, otherwise just once. As far as I can see, Deepstriking etc does not give a movement distance.

Sadly GW decided to fix this for Astra Copywritum (they count as moving maximum distance) but not for Eldar. As it stands there is no answer because blah blah blah incompetent writers blah. My personal opinion is that from the rules alone, you only get to fire once. The Fire Prism counts as having moved, as per the rules for reinforcements. How far has it moved? There isn't a value for that (i.e. null value). A null value cannot, by definition, be half the movement characteristic, so it cannot be considered as having moved less than half its move characteristic.

The good thing about this situation is that it SHOULDN'T happen that often and when it does, you should happily allow the Eldar player to fire twice, because they have already conceded firing twice in the first turn (because the Prism couldn't be on the table at all during this turn) Prisms are one of the worse tactical choices for Cloudstrike because they need to be firing from turn 1 and preferably not moving at all. They have the longest range in the Eldar Codex, so they have no need to use Cloudstrike to get close. The only reason to use it is to "protect" them against Alpha strike, but if you are having to do this with Prisms, you're already on the backfoot and are getting their firepower a turn too late -

No answer? Wrong. Read the April Update (page 4, also in Rulebook FAQ) for explicit clarification:
2. Models in that unit count as having moved a distance equal to their Move characteristic that turn (and so suffer the penalty to their hit rolls for moving and firing Heavy weapons). If the unit has a minimum Move characteristic, it counts as having moved its maximum Move characteristic.
Keeping up to date is pretty important. The writers have done a fairly comprehensive patch here.

Does a Fire Prism have a minimum Move characteristic? If not, the statement doesn't apply to them. (Granted, it probably should apply to them even if it doesn't.)

This only applies to models that have been removed from the battlefield, after being deployed on the battlefield, and are set up again. This is not for models which werent deployed on the battlefield, like a fire prism with the cloudstrike stratagem.

Very much this. The "clarification" doesn't apply to all reinforcements.
