"There are several Warlord Traits, Relics, psychic powers and abilities that give you a chance to gain or refund Command Points. Each player can
only gain or have refunded a total of 1 Command Point per battle round as the result of such rules, regardless of the source, and Command Points
that are spent on Stratagems that are not used during a battle round, such as those that are used ‘before the battle’, can never be refunded."

My question is regarding tactical restraint during deployment. Since deployment is not 'before the battle' and not the start of a battle round, are you able to roll and generate a command point when using a strategem during deployment (deep strike) and then also when you begin battle round 1?

Example:
1) I deploy my warlord with a warlord trait that generates command points upon strategem usage.
2) During deployment phase I spend a command point to deep strike a unit
3) Roll a 6 to generate that command point back.
4) Battle round 1 begins and I spend 1 command point on a strategem
5) Roll another 6 to generate that command point back.
6) From that point I won't roll again until the next battle round

Is this all legal?

No, this isn’t allowed as deployment is not during a battle round.

Such as indicates it's purely an example.
Not the only time.

The rule limiting CP regen doesnt apply during deployment as you are not in a battle round

You may therefore regain CP without limitation and regenerate as many you like during deployment provided you meet requirements e.g. your warlord being on the battlefield.

Note certain strats like extra relics strats occur prior to deployment and so you never get to roll for them

Once round 1 starts the rule applies and limits you to 1 for that battle round

The rule LITERALLY says "Command Points that are spent on Stratagems that are not used during a battle round, such as those that are used ‘before the battle’, can never be refunded." Command Points that are spent on Stratagems used in Deployment are not used during a battle round so can never be refunded.

Yeah the newest FAQ killed what you stated above.. because people were abusing it. It’s a good thing, no one deserves to get cp before deployment is done and the battle begins
