I faced a player with this list in a casual match. Would this be considered casual?

I think you're asking the wrong people. The opinions you need to consider are those of who you'll actually play with.
So: Did your opponent object? Did you both have fun? Would you both do it again next week?

That's not a super competitive list. It's mono faction, without spamming the obvious good units.

Well, I battled AdMech several times in the 8th ed.
This list is just a casual list.
As Horst said, its not spamming the good units like Kataphrones and Robots.
Cawl is often mandatory.
