Trying to understand why this stratagem allows for a turn one deepstrike rather than following the normal rules for deestriking that prevents a unit from deploying outside of their deployment zone if they choose to come on turn 1. Please clarify the reason thank you

It... doesn't?

Also, the "outside your deployment zone" thing hasn't been a thing for months now. The current rule is simply if you don't deploy on the battlefield, you can't arrive during the first battle round. https://www.warhammer-community.com/wp-content/uploads/2019/04/warhammer_40000_update_April_2019_en.pdf
Furthermore, in matched play games, units that are not placed on the battlefield during deployment in order to arrive on the battle mid-game as reinforcements cannot arrive on the battlefield during the first battle round.

As BCB said it doesn't, in Matched Play.

Part of the reason for the confusion may be that the stratagem was written before the restriction on turn one deepstriking was. And also, the T1 deepstrike restrictions only apply to Matched Play, so if you're Open or Narrative Playing, feel free to deepstrike on turn 1 wherever you want.

Codices are written with all ways to play (Open, Narrative and Matched) in mind. A codex is not exclusively a Matched play publication and the rules therein reflect that .

I think there might also be FAQ lag confusion, didn't one FAQ/CA say that things like FGLTC/Da Jump/Etc.. were separate from the rule, at one time? As in they were still allowable?

No. It has the same basic wording as all other deep strike type rules.

Da Jump did cause confusion, but it's a very different ability.

Da Jump is different because you begin on the board, which allows your opponent a chance to attack the unit. Other DS abilities were adjusted to T2 because they (I'm pretty sure) allow you to avoid being attacked by hiding off-board.

Sorry I actually had not seen the April faq clarification prior to making this post. At the time I was still playing prior to the April FAQ. I was confused because I assumed gw had gotten rid of all turn one deepstriking but under the wikis for "Why play custodes" all the edits said you could use it to turn one deepstrike. I was confused as to why this was an exception.
