I'm looking into 30k now for the first time, and I'm loving the way they've done Night Lords. I'm thinking of building a terror assault list around Sevatar and 3 squads of 10 executioners with volkite chargers, with deepstriking terminators for tankbusting. Is Kurze essential for running a strong NL army, and what are some of the things I need to watch out for in term of opponents, besides Imperial Fists who seem to be NL's hard counter?

to make the best use of your legion trait you want to use as much bulky stuff as possible, so assault marines, terminators etc. terror squads are good but night raptors are better in my opinion.

In Terror Assault he's required to have the 3 Terror Squads, they are the Compulsory Troops choice for that Rite, and they are required to take one additional Compulsory Choice.
For OP, Imperial Fists arent their hard counter, they are just a strong all around army. Hard Counters (particularly to Terror Assault and Raptor Horror Cult) would be armies like the Death Guard (who are Immune to Fear), Ultramarines (who get to re-roll Fear Tests) and Salamanders (who automatically pass Fear Tests).
You'll need to watch out for armies with units bigger than yours, since to take advantage of your Legion Tactics you need to outnumber them at any initiative step. Hence the Volkite being good on Terror Squads, it lets them weaken units they get in melee with.
Watch for shooting in general, 10 dudes isnt alot, and you'll lose them to shooting.
Consider taking some larger squads for the Terror Squads to support by softening up targets for. Also as Formosa said, use Bulky units. Night Raptors are good but expensive, Hammer of Wrath will help, Chainglaives will shred Power Armor units.
Curze isn't necessary, but will help the Terror Squads break people with Fear because of his bonus. He'd be super good in Raptor Horror Cult Armies, as every Infantry Squad in that Rite of War can purchase Trophies of Judgment.

Sevatar’s rules are pretty disappointing… that doesn’t have to stop you, just be aware of it. And personally, I’m not a fan of the Terror Assault Rite of War, either. Terror Squads are basically Veterans (which are great) with a veteran tactic-equivalent of limited utility and reduced flexibility (can’t perform anti-tank duties by all taking meltabombs). That’s fine until you have to take three of them. You don’t need that many points invested in units that are specialized against low-Ld infantry. At least not in games smaller than 3000 points.
Teleporting Terminators can’t charge the turn they arrive, so they should be in Cataphractii and you might upgrade their shooty weapons. It can be a risky move, because your opponents will just move away before they can charge. Dreadclaws are popular because you can drop in, switch to hover mode, and then it becomes an assault vehicle that you can charge out of.
Curze is great, but not necessary.
Drop Assault Vanguard is great. You’d take a couple of 15-man Assault squads with melta bombs, a mix of power axes and swords, and apothecaries, Veterans/Terminators in Dreadclaws (at least one of them kitted out with high-strength weapons, like combi-meltas), maybe a Lightning and Fire Raptor.
Sacrificial Offering works well, too. The Militia component might include some heavy weapon teams and artillery carriages. The Legion part could be bike (Outriders and/or Attack Bikes, with bike-mounted characters) and tank heavy.
