I'm thinking it was 5th edition? Nothing like that exists in 8th?

8th edition cover rules are clear and unambiguous. By default, if a unit is entirely on a terrain feature, it gets the benefit of cover. How obscured you are has no effect (although some models abilities or terrain features might say otherwise). If you are obscured but not on a terrain feature you don't get cover. If you have 9 models out of 10 on a terrain feature, you don't get the benefit of cover until the one that is not on the terrain feature dies.

Sounds like the 4th area terrain rules.
5th ed was more about intervening cover and didn't use area terrain, iirc. If you shot through models or a terrain feature the target got cover.

The 8th ed rules for terrain and cover isn't great.
