Unless the model within 1” is TITANIC, yes it can.

I always thought that overwatching means firing shooting weapons.
Imperial God-Engine
This model can Fall Back in the Movement phase and still shoot and/or charge during its turn. When this model Falls Back, it can move over enemy INFANTRY models, though at the end of its move it must be more than 1" away from all enemy units. This model can fire its shooting weapons even if there are enemy models within 1" unless those enemy models are TITANIC. In this case, it can shoot the enemy unit that is within 1" of it or any other visible enemy unit that is within range and more than 1" away from any friendly models. In addition, this model can move and fire Heavy weapons without any penalty to its hit rolls. Finally, this model only gains a bonus to its save in cover if at least half of the model is obscured from the firer.

It cannot. BRB Page 182 wrote:A target unit can potentially fire Overwatch several times a turn, though it cannot fire if there are any enemy models within 1" of it.
Nothing in the Imperial God-engine ability overrides this restriction.
Broken Signature Disclaimer: My YMDC answers are from a "What the rules, as written (or modified by Special Snowflake FAQ) in the rulebooks, actually say" perspective, not a "What I wish the rules said" perspective.
You’re completely wrong, RAW.
They can fire if models are within 1”. Overwatch is treated as a shooting attack.
Even if your RAW blinkers have slipped and you’re pretending the RAW isn’t on my side, if you’re using Titans you’re not playing the kind of game where only RAW matters. If you can’t agree on the interpretation that lets them fire Overwatch in this instance then you’re not the kind of person to play Titans against.

On second thought, you're right here. I apologise for the confusion, the wording of the overwatch rule allows the Titan to fire. Thank you for a non-rude post that provides countervailing evidence instead of petty insults.
