Are there any chapters that are known for heavy augmentation that are not Iron Hands successors?

If the truth can destroy it, then it deserves to be destroyed.

None come to mind, but it's probably a safe bet that AdMech aligned chapters (such as the Praetors of Orpheus) are into cybernetics.
