I'm sure there are other examples but one weapon that comes up is "The Abyssal Staff" for necrons

it has a * in its profile that links to an ability that calls on "the shooting phase" for how to handle damage

the latest FAQ amended rules that call on "..as if it was x phase" to say that Over Watch no longer counts..

so, does the staff simply cease to function when trying to shoot it in the 'charge phase' ?

Correct, it doesn't have any function in the Charge Phase.

that's a helluva Relic weapon, stops working when you need it most lol

It didnt work pre FAQ either in overwatch. Because overwatch was never "in the shooting phase".

Wasn't there a small window between FAQs where it did count as the Shooting Phase?

Yes. The first version of the April update states that overwatch happens "as if" it were the Shooting Phase. They then backpedalled when they realised how dumb that was.
