So I am really new, to be honest I haven't even really played an official game yet, and am saving up to purchase some guardsmen. I was wondering if it is even possible to play the Tallarn Desert Raiders anymore, or if they're just gone. If not, I'm just gonna play the Cadians.

It is possible to play them but it'll probably be hard to get specifically tallarn models.

The Tallarn. It's both singular, Tallarn the planet, and plural, the Tallarn people.
If you say Tallarnian you'll get some strange looks.

Once upon a time GW actually supported 5-6 alternate Imperial Guard regiments with miniatures. After Cadian plastics were released, the other regiments became single squads of metal miniatures available online only (and most of the weapons and special officers etc. disappeared).
Recently GW finally killed off the special alternate regiments entirely.
Options:
1) Play super mega-boring-as-feth plastic Cadians (which are due to be replaced in the next year or two I'd hope)
2) Scour eBay and pay waaaay too much for metal Tallarn figures.
3) Go with a third party company and get resin alternatives, which is cool...but pricey and you're dealing with resin which is never ideal.
As mentioned above, Maxmini does some very reasonably priced Tallarn stand-ins. If you're going to do guard...I'd always go aftermarket and make something unique. Cadians did not age well and they're exceptionally bland and boring. There are heaps of options (including "design your own regiment" stuff like Anvil Industry) to produce a cool unique army. Most people just don't bother.

Well point 3 does not necessarily need to be a disadvantage:
If you find the right producer that is. I personally went with Anvil, and their regiments line, and they are sadly lacking in the head department for what you want except turban heads. Price is also comparatively to GW not much more expensive if you go and order a full platoon. (Infact i managed to shave off 30 CHF for mine compared to GW even tough i paid Tarifs, go figure). And so far over 70 models with zero to non issues.
Maybee that would help you.
Alternatvely order heads and some weaponry you'd like and buy a bunch of cadians, get a bit flexibel with greenstuff and voila also workabale and enough GW to not be an issue with 90% of the people.

Honestly, given the booming trade in third-party heads for Cadian bodies, it'd be a very good business move for GW to just put out a set of Astra Militarum Regimental Head Upgrade Sprues. 10 heads per sprue, one sprue each for Tallarn, Valhallan, Catachan, etc. I've lost count of the times I've had to point someone to Pig Iron or whoever just for heads.
Hell, they could go the whole hog and make it a general upgrade sprue; scimitar for Tallarn, some bare arms for Catachan, a body or two with a coat for Valhalla. The head's the important part, though, and I'm not holding my breath until the plastic infantry get updated.
And if plastic infantry get updated before Eldar even get a single box of non-Avengers plastic Aspects, there may be riots.

Since I'm in the exact same situation (new player starting a Tallarn army) I can only second what was said before. I personally use cadian bodies, swap the heads and Change some details like chain-scimitars instead of chainswords.
Here are some recommendations I can give for conversions:
Already mentioned: Maxminis Desert Dwellers. Their Tank Platoon combined with some fitting legs can be an interesting alternative for Company Commanders or the right one even a commissar:

Pay no attention to the fact that those plastic Cadians were sold right alongside plastic Catachans, metal Steel Legion, & then metal Vostroyans at regular hobby retail for years....

Much easier to use it in a GW store or "official models only" environment if you're only using a headswap with a Cadian body, as opposed to a full 3rd party model.

Talllarn are a difficult one. Head swaps are the obvious ‘go to ‘, but you may want to look at the old High Elves as bodies - flowing robes and baggy sleeves.

Thanks for all the help, even (especially) the grammar! (I'm a grammar Nazi myself  )
I think I might do desert Cadians, for the versatility and being able to choose which regiment I want to play day-to-day. I'll think about other brand models if I want Vallhallans, which I do, I just think Tallarn is badass. (too many guardsmen?  )
Anyway, you guys are great! I wish you luck in all your skirmishes, and may the emperor grant you high rolls  (and a lot of fun  )
