I am proposing bringing back the rule where destroyed vehicles aren't removed from the table. I loved this rule as it could add flavor to the game by creating extra sight blocking terrain that could hide models. Vehicles would only be removed if they exploded.

What would any side effects of this rule be?

With the current LoS/cover rules, a destroyed vehicle would usually have no effect on shooting.
As far as moving is concerned, you would need to define how it's treated, as there are no broad categories like "difficult terrain" anymore.

Yeah, I kind of agree. Keeping them on the table would have very little affect, aside from needing to be marked as destroyed so as to avoid confusion.
Although some vehicles would provide some much needed LOS blocking for some units (like the previously embarked models that are now in the wind)

It could easily be added that, so long as the vehicle did not explode per its datasheet, it remains on the table and is treated as a Battle Scape (charge moves are slowed by 2" and if models Advance through them, a roll of 1 is a MW)

It would just be additional LoS effects. and if Gw decided to go impassable route it could section off areas depending on where it landed.

Which I'd be fine with. I used to play some guys that have cool "vehicle destroyed" markers made of dollar-store LED "candles" with cotton tuffs sprayed with black paint.
The flickering candle LED looked like fire glowing through the "smoke" of the black sprayed cotton.
I miss seeing those on the table

It also doesn't make sense for a large model like that to just "disappear" off the table.

I found that with and against vehicle heavy armies like Drukhari and Guard you end up with the table full of clutter thats getting in the way. Whilst it looks cool, it generally didn't help the game.

We keep them on the table, and it has a pretty large impact. Mainly if a vehicle is blown up in a tight confined space, vehicles behind can be trapped or have to re-negotiate the table. We see this as a positive...most 40K gamers won't.

My group keeps them on the table. It's both visually pleasing and if both sides brought a lot of vehicles it can make a difference, especially later in the game when you might only need to hide a model or two behind a tank.

I would prefer keeping them on the table. They become movement barriers and LOS blockers.

I liked how it was in earlier edition that it stayed unless I think it was destroyed on a penetration roll of 6+ and exploded. Made the rhinos very useful for screening and didnt make the unit inside be defenseless against shooting since you could disembark behind it out of LOS if you wanted. And then gave you the option to move through the wrecked vehicle as dengerous/difficult terrain or move around it. Worked really well with Imperial vehicles and the Monolith(just became a huge impassable terrain piece most of the time) due to their shapes and not as well with the non square vehicles you could really place models on. Cant remember if flyer/skimmers just crashed and burned and were removed like now or if they stayed. Would be annoying to play around them all over the place though.

Back in the day, we had a house rule that you could shoot hulks in the hopes of getting them to blow up. You could also move them with a vehicle of equal size (though you couldn't shoot when you did it and you had to take a difficult terrain test). I love leaving vics on the table. That clutter, as noted, can make or break a persons strategy, or slow down that horde you're about to be swamped by.
