Im going to try and buy a paint from the Vallejo metal color range.

Which one would be good for painting clean high elf armor?

I want to buy one at first too see if they are good. Then if they are, complement with one shadow and highlight paint.

But first, which one would be a good clean fairly bright base for a high elf tope of armor?

I'd get chain mail silver, then silver for highlight. You could use a blue glaze to shade. However, I would use a darker metal like leadbelcher to base it with

I've just got some Chrome, it's wonderful paint through an airbrush. Not tried brushing it on yet. You could try something like Silver highlighted with Chrome.

Of all the range for brushing and metal.. my go-to is Aluminum. From there I can wash it with tints to make it other things. The Aluminum is bright enough that when laid down is like chrome. The "chrome" VMC (metal color) isn't as nice if you ask me.
