So I intend to start a DE army in 2020. What do you think of this as a starter list.

Black Heart is superior, for FNP on vehicles, an advance on Power from Pain, and Agents of Vect, of course. Foregoing all that in favor of a S4, 7A archon (Elric of Melnibone?) does not seem worth it.

I would give a huskblade over an agonizer, as the HB's damage out put is better and he's gonna want to be able to hurt vehicles with more than just his pistol.

Kabalites are a long distance unit, so the blast pistol is a waste of points, IMHO. Once kabs are close enough for pistols, they're likely dead shortly. Also, why a unit of ... 8?

Even at 1k, a vehicle heavy list is going to give yours a challenge. Haywire blasters are a better gun versus tanks, and still decent anti-I.

Despite my anti-tank comment on the scourges above, I would save points and change the Dark Lances to DisCans. DLs are marginally better at T8 foes, like Imp Kinghts, but DisCans are the overall better gun for raiders and ravagers. Between a few blast pistols not bought, and DL to DisCan points, toss the grenade launchers ... you're freeing up points for something.

Further thoughts: As you're planning so far in advance, get some tutorials on using REMs for the DisCan & Dark Lance parts, in case there's a significant change when 8e runs out and the 9e codex changes things. I glued DLs on 6 boats back in 5e. It hasn't been a problem to use them as DisCans, but it makes your army look better to be 100% WYSIWYG.

So I updated my list following your advices.
I have a unit of 8 kabalites so they can be put in the raider with my 2 archons.

Well, I wouldn't use a Scourge unit with shard carbines.
After all, its a shock and awe unit. It should come in and deal serious damage.

The scourges only get 4 special guns. The solarite's options are h2h toys or a blast pistol, so a solarite wielding a shardcarbine is best. Unless I missed something?

The list has 2 Scourge units, one with splinter cannons and one with shard carbines.
Moreover, splinter cannons are not the best option as they are ''heavy''.

I missed that the scourges had splinter cannons on the second read, sorry. Haywire blasters are best. Deep striking at 24" means they're hard to screen out and you can put, odds likely:
4d3 generates an average of 8 rolls to hit.
6 hit at their BS3.
That's 3 to 5 mortal wounds on a vehicle with average rolls, plus the 1 or 2 actual wounds they need to save, at AP-1 at 5+ to wound the higher Toughness of vehicles.

Dark Lances are heavy guns, so minus 1 to hit is meh. And most being drukhari guns are anti-I, adding haywire blasters is an awesome anti-T asset.
