If spending that amount of time bugs you, I'm not sure what to tell you. Practice will make you faster, but 4 hours for a highly detailed part like that is not bad at all. I spent almost 24 hours painting a cloak recently - the model that went with said cloak took something like 150 hours total spaced out over 3 months. Contrast paints can help with speed as well if you haven't picked them up yet. Even if you just use them for a base color - that's what I do - it cuts down the time by a factor of 2 or 3 since you don't have to do multiple coats of base paint. My first can of grey seer primer was a little finicky but contrast also worked over generic white primer from a home improvement store (or hand-painted base paint too).
The blue and gold have a really nice contrast going on. I particularly like whatever shade of blue that is. Very intense. Also good job on the white. It looks really smooth for how pure white it is.
The scroll is a little hard to tell if it's supposed to be gold or cream. I would clean it up a little more with a brighter highlight and touch up the letters with another round of shade or watered down brown. They look like they could be really eye catching with just a little more work to bring the darks darker and lights lighter.
