Looking at the 2018 Noise Marine (https://www.games-workshop.com/en-GB/Noise-Marine-2018) sprue, there's actually very little sculpted detail, with most of it being lurid patterns. If you're OK to paint similar patterns (or a pink/purple/black/gold scheme with occasional panels in bright yellow, orange, acid green, etc), the new Chaos Space Marine kit should work fine. If you make sure to choose the smoothest and most Slaaneshi heads in the kit, even better.

If you're making several units, you could use the Dark Vengeance Chosen as the army's aspiring champions and other characters, as the more ornamented armour would work well as a status marker. You could also get good mileage out of the possessed kit - switching out the legs on one marine, the head on another, the torso on a third, and so on would get you a unique looking set of models, which would play to the mid-level mutations Noise Marines seem to have in some of the fluff.

The Noise Marine / Sonic Weapon upgrade packs were definitely made for an older and smaller set of Chaos Marines, and the shoulder pads are really quite small. As the torso width won't have changed much, it should still be possible to use them with the newer Chaos Marines, but you may want to file/dremmel the shoulder pads down to fit some newer, larger pads over the top.

I've bought some of the mixed pads for deathwatch before, and they're good quality. If you like the style, you'd be good to go with just these and the new Chaos Space Marine kit.
