I feel I am overthinking this but:

'bolt rifles that models in that unit are equipped with have a type characteristic of rapid fire 2'

By saying bolt rifles are they also referencing stalker bolt rifles?

RAW seems clear... really powerful especially in combination with the target sighted stratagem.

hey what time is it?

Bolt rifles and Stalker bolt rifles are two different weapons, so yeah, RAW is clear, but your thinking is wrong.

Any rapid fire weapon with the word "bolt" in it is affected by the bolter discipline rule.

Bolter discipline
For the purposes of this ability, a Rapid Fire bolt weapon is any weapon with the Rapid Fire type whose profile includes the word ‘bolt’ (e.g.
boltgun, bolt rifle, storm bolter, combi-bolter, hurricane bolter, inferno boltgun, etc.).

Where is this a swing and miss ??

Ah, I see. Misunderstood the question. A stalker bolt rifle isn't the same as a bolt rifle.

Because the title of the thread is about the Rapid Fire Stratagem (probably the 2CP update to the 1CP Vigilus stratagem in the new UM Supplement), not the Bolter Discipline.

To give a more complete answer to the OP - in this case Bolt Rifles should have been capitalized as a proper noun (The name of one of the three Intercessor bolt rilfe (lower case as an improper or common noun) (Auto, Stalker, and Bolt Rifle) options. There is a different Stratagem for each of the three options. Auto Bolt Rifles pairs up with Boltstorm, Bolt Rifles with Rapid Fire, Stalker Bolt Rifles with Target Sighted

My WHFB armies were Bretonians and Tomb Kings.

In short, no, it does not. Anyone who says otherwise is simply wrong.
