I am planning making a 3d model of the Imperial palace and surrounding area, as shown in the attached map. The intention is to 3d print it and then paint it. It will be approximately 12 inches in length. I will probably want to exaggerate the topography a bit, otherwise it will be relatively flat given the vast area included. My question is how high should the city spires etc be in relation to the surrounding mountains?

It's all a matter of scale. I would imagine that some of the spires would be over 1km high (IRL).

So with the mountains being around 8km tall the spires will be significantly smaller. I might have to use some artistic licence and exaggerate the spires a bit more, otherwise they are going to get a bit lost in there
