Do the non-codex chapters (blood angels, dark angels, space wolves) get access to the new SM strategems? Like whirlwind shooting twice or trans human phys?

They do not unlock the stratagems. However, if you have a Space Marines detachment that does unlock them (Say a Patrol of Ultramarines), then RaW you may use those stratagems on non-Codex units, as they have not gotten the Special Snowflake FAQ that Daemons and Tyranids have gotten (yet).

Right now, non-Codex SM armies do not benefit from Combat Doctrines as unless you for some reason are running only units from the Forgeworld Index, you can't have an army where all units have the Combat Doctrines special rule. In any realistic situation the Special Snowflake SM armies won't benefit from Combat Doctrines until GW re-do their codexes.

Example 1) You have an army of a Patrol of Ultramarines and a Battalion of Space Wolves. The Patrol of Ultramarines unlocks the Stratagems in the SM codex and the UM Supplement, the SW Battalion unlocks SW Stratagems. You can use stratagems on any unit that meets the keyword requirements, even if the unit is not from that codex.

Example 2) You have an army consisting of only Deimos Pattern Vindicator Laser Destroyers and Chaplain Dreadnoughts (replacing <CHAPTER> with BLOOD ANGELS as per the Index - Imperial Armour: Forces of the Adeptus Astartes FAQ). Because every unit in the army has the Combat Doctrine ability as per the "Space Marines Errata" document (which states "Angels of Death Add the following ability to all datasheets (excluding Grey Knights datasheets): ‘This unit has the following abilities: And They Shall Know No Fear, Bolter Discipline, Shock Assault and Combat Doctrines.), you can have a Blood Angels army that has Combat Doctrines.

So BCB how does that Interact with Relics? I purchase a SM Warlord for my army. For now we'll say an Ultramarine. I take a patrol of Ultras, a Battalion of Guard and a Battalion of Blood Angels, can I give a BA character the Burning Sword? As far as I can tell this meets all requirements. The Warlord is SM, the character is SM. That is assuming of course SM is interchangeable with Adeptus Astartes, because no one has the SM keyword.

It's clearly spelt out on page 74 of the Ultramarines supplement:

If your army is led by an ULTRAMARINES Warlord, you can give one of the following Relics of Macragge to an ULTRAMARINES CHARACTER model from your army instead of giving them a Relic from Codex: Space Marines.

You cannot. A Blood Angel Character might be ADEPTUS ASTARTES, but it is not a "Space Marines CHARACTER", where "Space Marines" is defined on page 174 of Codex: Adeptus Astartes Space Marines (2019)

Adeptus Astartes ≠ Space Marine given their current nomenclature trend. They're just being a little lazy keywording it like they should for clarity.

My WHFB armies were Bretonians and Tomb Kings.
