RaW you may use those stratagems on non-Codex units, as they have not gotten the Special Snowflake

Right now, non-Codex
SM armies do not benefit from Combat Doctrines as unless you for some reason are running only units from the Forgeworld Index, you can't have an army where all units have the Combat Doctrines special rule. In any realistic situation the Special Snowflake
SM armies won't benefit from Combat Doctrines until
GW re-do their codexes.
Example 1) You have an army of a Patrol of Ultramarines and a Battalion of Space Wolves. The Patrol of Ultramarines unlocks the Stratagems in the
SM codex and the UM Supplement, the
SW Battalion unlocks
SW Stratagems. You can use stratagems on any unit that meets the keyword requirements, even if the unit is not from that codex.
Example 2) You have an army consisting of only Deimos Pattern Vindicator Laser Destroyers and Chaplain Dreadnoughts (replacing <CHAPTER> with BLOOD ANGELS as per the Index - Imperial Armour: Forces of the Adeptus Astartes
