Hi,
So I have a bunch of loyalist Emperor's Children "Death Eagles" Tartaros Terminators that I want to use in 8th edition in my Astartes force.
The only problem is they are armed with power axes and combi-bolters.
What would be the consensus of allowing these to be used as power fist or what would be the best load-out they can have?

Only your group can answer that question.
If it's fairly casual play it'll probably be fine. If it's more competitive it's difficult to say. If it's a tournament, probably not but only the organisers can say for use.

By RAW what weapons any given model has is listed on the Datasheet.
The way the phys rep's weapons look is not at all accounted for in the rules.

This: WYSIWYG is not a thing in 8th; but, strangely, 8th rules are based on WYSIWYG from the sculptors (direct statement awhile back from the developers, and explains some of the goofiest default loadouts for "cool looking" models with superfluous wargear)
That said: in Casual matched or narrative play you could discuss with your opponent using the axes instead of fists. In Tourney or without consent the axes would be "count-as" fists; of course, there are TOs that would disallow even that.

As an aside, as "infinite" rolls is actually impossible even if the FAQ "allows" it, then it will always be a non-zero chance to pass them all. Eventually the two players will die. If they pass the game on to their decendents, they too will eventually die. And, at the end of it all, the universe will experience heat death and it, too, will die. In the instance of "infinite" hits, we're talking more of functional infinity, rather than literal.
RAW you can't pass the game onto descendants, permissive ruleset. Unless we get an FAQ from GW. |

In my experience most people would be fine if you make all of the axes into power fists. Issues arise when you're going like "this axe is a power fist, and this axe is a power sword, and that axe is a mace, and that other axe is a lance, and that last axe is an actual axe".
Make it easy for your opponent to accept your proxy by making it easy to understand and remember.

The honest answer? Pay for power axes, and equip them as such. Inform your opponent. Outside of a tournament setting you shouldn't have any issues.

You're saying to give them weapons the unit doesn't normally have access to?
No, I think most people in pick up games would not be ok with that. Using them to count as power fists most people would be ok with though.
To reiterate my first post however, the only way you can know for sure is to ask your group/ask around at your shop etc.
