1) terrain and units with fly:
-So how do we measure the distance for something that can fly during chargephase to a unit on top of a building? first horizontally and than verticall or just the diagonal distance (directly from charging model to charged model)
-units with fly cannot ignore the vertical distance of buildings in the charge phase. But when we're speaking about "jump pack infantery", is it safe to assume that it can just move through the building because it is infantry or is there something we're overlooking?

2) rule of 3 question: exalted sorcerer, with disc and without disc, counts as the same datasheet or not for the rule of 3?

Dakka is the ork word for shooting, but the ork concept of shooting is saturation fire. Just as there is no such thing as a "miss" in a target-rich environment, there is no such thing as a "dodge" in a bullet rich one

1. Diagonal measuring is only for distances when shooting or charging, its shortest distance base to base. This can lead to the absurd situation that you can declare a charge on an enemy unit which is 9" away (measured diagonally from ground to second floor), but you cant get within 1" of enemy models, because its more than 12" when you move horizontal and vertical, unless you can roll more than 2D6, or get a bonus to your roll. JP infantry can move through walls of ruins.

2. Are there two datasheets for the exalted sorcerer on disc, and not on disc ? If yes, they are not the same.
