suddenly i have a dumb question about Ultramarines ..when tactical doctrine is active does the whole army get to move and count as not having moved or only units that benefit from the tactical doctrine?

Combat Doctrines is part of Angels of Death. They are not found separately.
1) They are not found separately yet. They may in the future and causing confusion by making it seem like Angels of Death is needed is a bad idea.

2) The rule quite literally says
Codex: Space Marines (2019), Page 109 wrote:Combat Doctrines
[...]
If you have a Battleforged army, units only benefit from this bonus if every unit from your army has this ability (excluding SERVITOR and UNALIGNED units).
The term "this ability" is referring to the Combat Doctrines ability, not the Angels of Death ability.

3) As an additional point to 2, Servitors do not have Angels of Death, but because they have the SERVITOR keyword, do not prevent the army from benefiting from Combat Doctrines, because the Combat Doctrines rule says so.

And I believe the FAQ has said only the Fortifications (so far) are Unaligned.

My WHFB armies were Bretonians and Tomb Kings.

All that is true BCB, I just felt it was out of scope for what was needed to answer the OP's question.

There's no harm in adding a bit of extra detail though, so thanks for that.
