Hugely depends on what you expect to be facing to be honest!

Just special issue boltguns is decent. Plasma for fighting Primaris or similar. Melta for vehicles. Obviously don't use flamers!

For Sternguard the easiest and cheapest thing to do is to is stick them with Special Issue Bolters because they're free, and under Tactical Doctrine have AP-3. They can use the Sternguard Strat as well.

Giving them all Storm Bolters is also great, depending on your list/local meta. They can clear out opposing light infantry quite well.

I haven't dropped Combi-Plasma Sternguard in a while, but if you want to hold a hammer over your opponents head, that's the one to try.

Personally, I find one squad of Special Issue Bolters and one squad of Storm Bolters to be pretty ideal. Only one squad can get the Strat anyways, and volume of fire is always handy.
