I am looking through the new kits and feel like the Infiltrators fit my current Red Scorpion Army.

Tactics wise, which of the army wide traits do you think fit this approach?

The Infiltrators would be clumped together a bit since I would use the Helix (mini-apothecary) in each squad, keeping with my apothecary rich army.

I would be supporting with Leviathan Culln, air support and either Redemtors/Invictor suits and Reivers.

The Gatling Guns have flamethrowers on them because this is 40k - DOW III

Sounds pretty badass and thematic. I actually feel like ultras would suite you well enough- as successor that is. If not then consider making your own rules via successors. I'd say IH but obviously that runs pretty contra to what RS believe.

Yeah, I’m still debating the army traits, but Culln the Risen is a bad sass model and an awesome wound regenerator.

Iron Hands has negative synergy with Carab Culln and help out Infiltrators relatively little. You're not going melee heavy so White Scars are a bad choice. Raven Guard is helpful but not amazing. UM are the best choice because they are a Tactical Doctrine Chapter and falling back and shooting is great, until IF and Salamanders comes out I think that'd be your best option.
