Hi all. I have a question about this Raven Guard Stratagem.
It says pick one unit at the end of my turn to get the -1 to hit. My question is, because this doesn't happen in a phase, can I use it multiple times to get a -3 to hit for 3cp, for example?

The end of the turn is the end of the Morale phase, so no, you cannot use this multiple times.

Thank you. Did GW FAQ end of turn to be end of the Morale Phase?
Likewise, is beginning of turn the start of the Movement Phase?
I remember this causing some issues with other strats.

It's detailed in the BRB. Some people like to argue there is a magical non-phase in-between them, but the rules don't support this.

It's a more contentious issues than BCB is letting on. There are several multi page threads of people arguing about it to no clear resolution here already.
For tournament purposes, ask the organiser before the event.

Use this Stratagem at the end of your turn. Select one RAVEN GUARD unit from your army that did not make any attacks during that turn. Until the start of your next turn, when resolving an attack made with a ranged weapon against that unit, subtract 1 from the hit roll.
I believe that with the wording "... one RAVEN GUARD unit..." GW will clarify that it can only be used once per turn.

Yeah this is a bit of an issue. I believe start of turn and end of turn are outside the of standard phases. Otherwise the rule would say start of movement or end of morale.
Some people believe there end of morale IS end of turn.
You will not get clarity on this here, as Stux says clarify before the game or event.

The end of your turn is not the end of the morale phase. That is simply not true, and in no way supported by the rules. BCB hasnt provided any citation that supports his claim. There are stratagems which are played at the end of the turn, like this one we are talking about, and if the end of the morale phase would be the very last point of time in your turn the stratagem would say at the end of the morale phase, instead of end of turn.
Start of turn and end of turn are outside of the five game phases listed in the core rules. I am 100% sure about the start of your turn, because you start the movement phase with moving your models. Some factions have rules that happen at the start of your turn, like necron RP and MWBD. It wouldnt be possible to do these, if the start of your turn didnt exist. And when there is a start of your turn, there is also an end of your turn. When your turn starts, it has to end at some point in time, otherwise the other player wouldnt be able to do his turn.
RAW, you can play the stratagem multiple times on one unit, to give it -X to hit, because it stacks. Only (aura) abilities dont stack.
