In ITC. Can a monster that cannot fly be deploy on top of a ruin IF it does not move the entire game?

One guy at a tournament told me that was the rule when I went to put my exocriene up on a wall during deployment. He said I could do it but not move.

Then I go to another game and my opponent looks at me like i'm cheating...

Can someone help me find line and verse on this in the rules?

As far as I'm aware, you can put anything on top of a building, as long as it fits. And it should be fine to move too, as long as you have enough movement to not have to stick to a wall.

This was fixed a while back in one of the main rulebook updates:

Page 248 – Ruins
Change the first paragraph of rules text to read:
‘Unless they can Fly, Vehicles, Monsters, Cavalry
and Bikers can only be set up or end their move on the
ground floor of ruins.’

Emphasis mine, on the words added by the errata. The original wording in the rulebook was simply that they could not end their move there, hence people parking tanks on top of buildings like you describe.
