This may have been covered before (I am pretty new here), but does anyone else think the Horus Heresy (Horus' battle with Sanguinius and the Emperor in particular) actually LED to the Emperor's godhood? I mean, if it hadn't been for the battle on the Vengeful Spirit, the Emperor wouldn't have become a half-corpse chained to the Golden Throne. He still would have been a big badass warrior in golden armour - but not a god.
So did the Heresy actually backfire spectacularly and end up according godhood to the Emperor, despite the fact that that was what Horus claimed to be fighting against?!

One chaos god in particular might say it was planned all along to happen that way.
On your point, by telling Horus that the Emperor would be sitting on a golden throne, the Chaos gods were truthful, from a certain point of view.
To attempt understand Chaos, their motives and methods if probably futile, as even Chaos itself probably doesn't know what it's doing. It's also a convenient tool in writing - although can lead to many inconsistencies.

He is the Carrion Lord of the Imperium, for whom a thousand souls die every day, for whom blood is drunk and flesh eaten. Human blood and human flesh – the stuff of which the Imperium is made. To be a man in such times is to be one amongst untold billions. It is to live in the cruelest and most bloody regime imaginable. This is the tale of those times.

That's more drama than anything. The Imperium doesn't drink blood, eat flesh as a general thing, cause a thousand deaths a day or have the Emperor writhe with power from the DaoT.
Whether or not the Emperor was a god before the Throne is pretty debatable depending on your idea of god too.

Planned by who though? If it wasn't for the actions of the traitors, it wouldn't have happened that way! It became a self-fulfilling prophecy.
