It is a good list, but it seems like you are running catachans for a very incremental advantage over cadians -- basically, you save a few cp in your artillary section most rounds..
if the mortars were distributed into the squads, and one of the two manticore were converted into another basilisk or wyvern, you would have enough points to convert the 1 point spearhead into a 5 cp granting battalion.
The company commander you could buy with that, would be able to be designated a wrath warlord trait and relic, giving your passive 1 AP on sixes to all the basilisks and wyvern, and allowing one of the wyvern to ignore cover.

Doubletapping a wyvern like that can slaughter a lot of infantry, and even basilisks can benefit from no cover and extra ap against harder targets. 30 points + 18 points of savings should give you enough points to make the CC happen, but also something small and useful, like giving each scout squad a pair of storm bolters or the veterans squad a trio of grenade launchers.

I don't know if you want to give up the d6 manticore shots, but you can make them up twice by blowing CP and doubletapping a basilisk, or by shooting a lot more dice out of a doubletapped wyvern without cover worries.

Switching from more manticores to more basilisks always leads me to shift toward cadians. Free artillery rerolls of 1's, because basilisk cadians are pretty reliable about shot numbers, and you can always interlock fields of fire. Between those two effects, with doubletap, your first round artillary is going to be good, possibly better, especially if the enemy has any sort of -1 to hit. This could be too cp intensive in a list where you have blood angel smashers. Of course, without Harkness needed in the field, 50 points freed up, you could give each squad of infantry a rocket launcher and take advantage of the full rerolls the cadians get, put a bolter in all 5 officers and sgts hands, and viola, your long range punch gets incrementally better. Anyone who dedicates long range fire to killing gaurd, isn't pointing that same fire at a wyvern or basilisk, and with full rerolls and 48 inch range, I traditionally get good anti MEQ value out of rerolling hit rocket launchers. People underestimate what orders for cadians can do to, to offset the downgrading of a manticore to a basilisk. With judicious use of the doubletap and fields of fire, your total antitank power probably goes up a bit.

Finally, I don't think you are best served by the dagger of tusugh here. Offensively, it just puts your warlord at risk, defensively, it brings him into the game a round late for little persistent protection from snipers. Deathmask of olleanus would give him some self healing. The 50 points currently spent on harkness could also equip an ogryn bodygaurd -- which gives your officers survival as well, and can heroically intervene to help the cadian troops muddle through melee. Instead of the dagger, you could make him the guy who grants ignore cover, and it would potentially save you a cp. I would however point out if you did shift to cadian, always take the relic of lost cadia, sometimes, you get to fight chaos in tourneys.

I meant to suggest, but forgot, that 3 scouts are good but your gunline might love the effect of an infilitrator 5 man squad to spread out around it and make deep strike armies cry. They are a lot of points, but their denial bubble is awesome. You could swing that by swapping down to a cadian battalion, and probably still have a point or two for grenade launchers and bolters.
