I'm quite confused by the recent (April 2019) FAQ regarding Wobbly Model Syndrome and how the game is supposed to be played. For reference, here's the FAQ :

We’ve had several questions asking for clarity about how exactly the wobbly model syndrome rule should be used to place models in ‘counts as’ locations. We are a bit surprised by these questions. To be clear, our intent for wobbly model syndrome was that it should serve only as a hint or tip to prevent models from getting damaged should they be placed in a location where they would be in danger of falling over if the table was to be accidentally nudged during play. It was not intended to be a rule that enables you to place a model in a position where it could not otherwise physically be placed."

What does "could not otherwise physically be placed" mean ?

Let's say I have a unit of 5 Intercessors on top of a ruin, and all of their bases are overhanging because otherwise they wouldn't fit (ie : only half their base is in contact with the floor, the other half is floating in the air). Is this legal ?

Other question : imagine these 5 fellows are now standing on a small wall, 1,1" tall and a few millimeters wide. Can they be charged at all ?

for your first question, can they stand there without help, if yes they can stand there otherwise they can't.

For your second question, the charging model's base needs to get within 1" of the enemy base, if its not possible then you can't charge.

If the wall is just 1.1" high, the charging models can be tilted a couple of degrees to be within 1". You can probably charge things that are almost 3" away vertically by turning your model upside down (remember, this uses movement). This is a bit "WAAC" and "That Guy":ish, but then again so is using the terrain as described above

You should be able to get within 1" by moving your closest model to having some of his base underneath the base of a model perched on the wall. You measure from the top of your base to the bottom of his base (it should be less than 1").

Do decorations on a base count as part of the base? Cuz that seems like a "solution". Just as gamey as standing a unit on a tiny wall too.

That is best decided with your opponent. But generally when people talk about the base of a model, they are referring to the flat disk they sit on. This is compounded by the new models like eliminators that have scenery elements. Are these elements a part of the base or a part of the model? Or some grey area in between. AFAIK the rules don't specify, so it's best to talk to your opponent before hand.
