My question here relates to the weapon point values listed for the Carnodon from its pdf through Forgeworld. Are these the values to use? Or do I use updated point values from Chapter Approved, or from Imperial Armour, or from Codex: Astra Militarum?

You use the points values found in Chapter Approved 2018. Where a points cost doesn't exist in Chapter Approved 2018, you use the original source document for that piece of wargear.

You use the Datasheet for any points not updated in Chapter Approved. If for example Lascannons get changed in CA2019 for Astra Militarum Codex you’d use those points. This is as per the flowchart GW published, but with a little leeway applied as technically the Flowchart doesn’t cover PDF Datasheets - it’s fair to assume the same rules apply and they don’t sit in some special force field by virtue of publication method.

(Nothing says points are frozen in aspic aside from the rest of the faction as BCB claims. That’s simply an incorrect reading, in my view. If a faction has a weapon cost updated in the Codex it applies across that faction unless we’re told otherwise.)
