Q1: Chapter Approved 2018 has new points costs for Storm Shields for the Space wolves. Page 133 is what you need.
Q2: The Sanguinor seems like he is a named character, as you can only include one of him. So I would err on the side of caution and not give him a relic.
Q1 is fully correct. Chapter Approved changed a bunch of points costs and we'll be getting the 2019 edition in December.
As for Q2,

GW have never actually defined what a "Named Character" is. Some codexes, like Codex: Orks, have a table titled "Named Characters" and thus there is no issue. Others, such as Codex: Craftworlds and the new Space Marine supplements do not have such a table, thus there is no way of knowing what "Named Character" means in this context. The vast majority of people use the definition of "A CHARACTER unit that has a restriction that you may only take one of such unit in your army" as the definition of what a Named Character is, but that doesn't have any basis in the rules.
Luckily, Codex: Blood Angels does have such a table titled "Named Characters" (page 142), and The Sanguinor is on it, thus you cannot give The Sanguinor a relic.
