I have a question about the creation of Primaris Marines now we have more info.

Am I right to assume there are 2 ways a Primaris can be created?

The first being a Gene-Seed just like the older type, as these were delivered to the Blood Ravens in the White Dwarf back in June. Meaning recruits can be transformed in Primaris from a single Gene-Seed.
The second way is upgrading an already Space Marine into Primaris, as lots of key characters have undergone this transformation like Marneus Calgar and Mephiston

Am I right or wrong?

You're right - new Primaris Marines are created the same way as 'old-school' Marines, but with extra implants; and existing Marines can go thru the Rubicon Primaris.
