Dark Elves were famously underpowered during 6th edition, but towards the end of that edition a massive errata lowered some points costs and changed some details. Additionally, they received some new magic items after the Albion campaign.

How did this affect their power level? Did these changes bring them back in line with other Army Books, or was playing Dark Elves still an uphill battle?

The revision obviously made them better, though I wouldn't say it was a massive change.
They weren't that bad to start with but things the point drop in the warriors could be quite significant if using many (and considerably better than their HE counterparts which were more expensive with basically the same rules). Other stuff was quite minor and barely made an impact (like Executioners getting heavy armour. Yay, but a 6+ to 5+ save was rarely relevant).
I wouldn't have called them underpowered before the change, but not noticeably better afterwards. A decent spot, like 6th ed army books in general.

I think the advantage that HE had compared to their DE brethren was that they could strike from 3 ranks instead of 2 when armed with spears.

Yeah, if you're asking if DE could suddenly roflstomp the hardest of the hard in the meta by the end of the edition, the answer would be "no". If you're asking if their win/loss percentages started being much more even, the answer is "yes".

Dark Elves were not really helped by the Albion rewards, they did get some but the items they got were overpriced. the high elves got the real gems, the power armour suit and the flamer. They also got the powerfist which was overpriced. I think dark elves got the lightning claw. All these items had their own names but you could tell what they were from reading them.

I cant remember if the Black Amulet was a faction item or restricted to Shadowblade already (its eventual fate). Black Amulet was pretty much an autoinclude for most armies when items were universal, and the Druchii profited by getting sole access later.

The magic items for Dark Elves were pretty event specific. The Auspex was about their most useful thing.

The revisions help them quite a bit, i find them much harder to roll over compared to the vanilla book. I quite like what they did with it, and only wish they had done a little to the orcs and empire book at the time, the WD extras help them though

Found the Albion items here. High Elves got the lightning claw and Dark Elves the powerfist. Fair enough, I remember the power armour and the flamer well enough, as they were useful and at the time the only army I had that qualified was High Elves.

Honestly, ALL of the Dark Elves items are useful, and I wouldn't call them overcosted. Looking now, I think the only worthwhile one the HE got was the Armor, which is my must take in every list, for the record.

The Fusil of Conflagration was useful.

Mount a Commander on an eagle, fly around the flanks and whoosh. Very nasty damage output, especially on a line unit like an archer unit.

Armour of the Gods was fantastic though, best item of the set. Though I did also like the power sword, no nonsense damage dealing. Thing is dwarf runes made it pretty redundant..
