Your best source for rules is to get some community compilation, because at least then you will have 100% everything without all the mistakes.
Enforcers MUST take hangers-on in the precinct campaign, so I'd assume they can take them in other campaigns too.
The Enforcer rules were most likely written with Uprising in mind (it mentions Scavenging for instance), and Uprising doesn't have Trading Post at all for any gangs. I don't see anything stopping them from using Trading Post. Or are CGC also supposed to be denied trading post? They have no explicit access either.
Alliances are absolutely worth allying with, if they join your battle, you get up to 4 additional fighters in your crew with zero impact on your rating (because
GW didn't bother assigning rating to them).

When you play skirmish, you make the rules! If you want to hire anything, you simply agree on doing so. You can hand them out for free or pay for them, anything you wish that your opponent agrees upon.
