Does anyone know of a low cost storage solution like a tackle box that can hold 6 to 8 Frostgrave miniatures on 30mm bases?

I am hoping someone can give me some suggestions short of me going to a walmart with my miniatures in my pocket to see what fits

If I can't find anything I was going to try to make one using Foam core.

I am growing to like Gem bags from Gems on Display. They are low cost versions of bags like Battlefoam with a variety of tray sizes. I put metal bottoms in the trays and magnetize my models.

Even if you just out them in other types of cardboard boxes, plastic boxes, or cases, pluck foam trays are some of the best ways to protect models. I used to use Sabol, but now I buy Games Plus trays from Miniaturemarket. Cheap and they work well (and are the same dimensions as Sabol trays).

Seconded. Even to the part about formerly using Sabol but now buying Games Plus.

Alternately, magnetizing your miniatures will work; just get a cookie sheet from the dollar store and glue it to the bottom of your storage container. Also, you don't need fancy magnets. There are business card sized self-adhesive magnets sold at Office Depot to make instant refrigerator magnets. I used these for Clan War, the (short-lived) L5R miniatures game.

As for tackle boxes, they are not that cheap, and they usually don't work well as there is wasted space in the smaller trays which were meant for lures, hooks etc, but won't fit 25mm or larger minis.
