Somewhere over the rainbow, way up high

So, my SM army is feeling really dated at this point.
Between Primaris releases, Vigilus, SM 2.0, and Supplements, I am struggling to find a list that I like, that still works with what I have, considering I own a total of 15 primaris models.
I'm looking for suggestions on Chapter/Successor that fits this list well, and am open to some small purchases to help round it out.

Hello I'm a newbie that play Blood Angels, I have tactical but I find them useless, aren't better scout squad? Newbie question In which way I can make tactical works better?

In this case, the tacticals are going to hide in razorbacks, and hopefully help out later in the fight. Keeping them cheap is my only recourse.
