Warning, a bit of a long posts, but the lists are streamlined--looking for some advice if at all possible. I realize that you can't be competitive with Sons of Horus to the extent that you can with some other legions (BA, Wolves, Magnus, etc.), but I like them, own them, and want to play them at least semi-competitively. Looking to create a list that works against most other lists... I've posted two very different options, but both include an LoW since I fear that not having one might lead to a solid loss against somebody who fields a knights or a primarch.
Horus list (2.5K)
LoW: Horus, the Warmaster [500]
HQ: Primus Medicae Consul w/ Terminator Armor [130]

Tactical squads for objectives and a little bit of fury of the legion shooting (potentially deploying from reserves via outflank); modest spartan death star with Horus; Sabres, Javelins, and Primaris as fast first- or second-turn anti-armor; Arcus with some much needed skyfire that can double as a little bit of crowd control. Lots of weaknesses, I know, but having a hard time fitting a tighter list into 2.5.K and also being able to use Horus effectively (I considered deep striking him in with 5 Justaerin to save Spartan points, but that's risky and impractical).

Built around a Falchion as hard counter to a list that brings a super-heavy or knights; troops section do what SoH are good at and swarm isolated squads; Maloghurst makes his support squad score, so that squad isn't intended to be sacrificial, Lightning Strike & Sicarans do crowd control plus anti-air; Sabre Strike tanks give some extra anti-armor punch so it's not all on the Falchion. I think it's a weaker list than the Horus list, but it's unexpected and can be a hard counter to some other lists while still putting enough bodies on the table to play for objectives in a 2.5K game.
There's actually a way of squeezing both a Spartan with some Justaerin and a Falchion in the same list, but precious little space left over for anything else (though those two together could be brutal against some opponents).
