Just a take on the Warp Talon/Letter Bomb idea. IW detachment could be replaced with an RC one for more CP and troop recycling or with EC for a Noise Marine bomb, although EC's inability to protect the squad is something I think is very problematic, especially in a list with such a heavy deep strike component since it just makes it a much bigger target on turn 1 for your opponent.

List has 15CP after Specialist Detachments (probably 12 CP after Daemon deep strike expenditures). NL Chaos Lord could probably hit a bit harder, but he's cheap and he's primarily there to not embarass himself while the letters and talons do the heavy lifting (also to deliver the Vox Damonicus, although this could be cut pretty easily), I also can't bring myself to spend 40 points for a Thunder Hammer. Additionally, Legion of Skulls could be cut, depending on how much value is placed upon adding 2 inches to your Heralds charging for 2 CP (I think I just talked myself out of this).

Havocs: d6 lascan and d6 ML damage is too swingy to rely on. I'd go Autocannons all the way (gonna suck to change the models' weapons build). Worse, as 5 man squads, they're super easy to pick off. When I ran SM Dev squads, it was always with at least 8 bodies to be successful. Iron Warriors shooters are better off as Alpha Legion for the minus 'to hit' penalty.

If it was me I'd try oblitorators for iron warriors. They're soooo good now, the rampant techno virus is a reat strat and at 280 points you could maybe squeeze in 2 squads instead of the havocks.

So, each Havoc squad has a Cultist squad to use the Cannon Fodder strat with, so they have ablative wounds. Also, the swingy nature of the Lascannon/Missile Launcher is largely mitigated by Methodical Annihilation.

Additionally, the Siege Master Chaos Lord is providing re-roll 1s to hit and wound for all the Havocs, with Warpsight Plea from the Dark Apostle and Prescience from the Sorcerer.
