I have plans to paint up some terrain in the future and I found a color scheme I like but I am uncertain which colors to use to use to achieve it.

The colors are based on this pic of the Sao Paulo Cathedral (warning big picture)

I am interested in using either citadel colors or army painter but I am open to other systems as well if you have a suggestion.

you want a tan brown, a khaki, a light tan and a white for that, plus a pale turquoise for the roof.

I'd use vallejo, dark fleshtone, earth, khaki and white. mix them together to create different tones.

The roof is oxidised copper I guess, which is the very effect Nihilakh Oxide is for. Nihilakh Oxide is a technical paint though, not a base or layer paint, so you'd struggle to get a solid colour like that out of it.

Vallejo Game Colour has a Verdigris paint which looks spot on.
