How do you not grasp it? If your army is Battleforged, they have the Combat Doctrines. Devastator Doctrine -> Tactical Doctrine -> Assault Doctrine. You start in the Devastator doctrine. At the beginning of the round, you can change to the Tactical doctrine. Next round, you can change to the Assault doctrine. You can not go backwards unless you spend a CP for a strategem or some other special rule allows you to switch a doctrine.

If you army is 100% Codex: Space Marines or Codex: Blood Angels then your space marine models get access to Combat Doctrines. Combat Doctrines come in three forms. Each one is tied to a specific phase of the game. You start the game in the Devastator doctrine on turn 2 and from there on turn 2 onward you can choose to move your doctrine to the Tactical doctrine and once you are in the tactical doctrine you can choose to move to the assault doctrine the next turn.
So here's what that looks like
Devastator
v
Tactical
v
Assault
Turn 1: I am in the Devastator doctrine and I cannot change it.
Turn 2: I now have the option to move to the tactical doctrine if I so wish. If I do not wish to leave devastator I don't have to, but it will make entering the assault doctrine take longer.
Turn 3: If I am in the tactical doctrine I may move to the assault doctrine. If I am still in the devastator doctrine (I chose not to enter tactical in my previous turn) I can still move to tactical and on my next turn - (turn 4) I can enter assault.
What do the doctrines do?
Devastator: Add one to the AP characteristic of Heavy and Grenade weapon types.
Tactical: Add one to the AP characteristic of Rapid Fire and Assault weapons.
Assault: Add one to the AP characteristic of Melee and pistol weapons.

Your not the first it’s a newer mechanic to have to rotate through them like that to get to tactical then assault doctrine or not if you don’t want to. There are also the supplements to that give some space marine chapters additional bonuses while in a specific doctrine(aka super doctrine), like BA & WS get theirs in assault, UM get theirs in tactical, IH get theirs in devastator. I forget for IF and BT what their super doctrine is.

IF gets theirs in Devastator, BT gets theirs in Assault. Sallies get theirs in Tactical but it's easy to forget since it only effects Melta and Flamer weapons and a newer army (i.e. all Primaris) has very few of those weapons.

salamanders amuse me people are screaming that GW is making old marines obselete but GW introduced a major super doctrine that mostly effects old marines

One important thing is that you can only change it at the beginning of the battle round, not the beginning of your turn. Especially when you go second.
