I have two unbuilt tactical squads. How should I arm them?
Oh and I’m playing Blood Ravens by the way.

It's not a hard call. Melta is too expensive for what it does, and has range issues. Grav isnt any good really unless your going to do 4 grav cannons in a dev squad and use the new marine strat to reroll wound and dmg rolls for grav cannons. Leaves you with plasma, and I wouldn't bother with the plasma cannon unless again you were doing a dev squad with 4 of them.
Personally I run mine with the srg having a storm bolter in a 5 man team so it's just a cheap source of anti infantry or a 5 man with a heavy bolter for the strat to do mortal wounds with the heavy bolter if you need to kill something that's hanging onto its last few wounds.

Unfortunatly there is never any game play reason to run 10 man tactical squads, fluff wise certainly but in game rules terms two 5 man units are just more efficient.
The reason for this is you dont have to play for the srg and you can take more special weapons.
If I take tacticals I like to run then in a rhino along side a semi mech list. I usually take two 5 man squad each packing plasmagun combiplasma and a chainsword. Cheap, decent range and can engage multiple types of target.

Plasma is your generic go-to option, when this question is asked in a vacuum with no other info. Although I’d stay away from cannons in tac squads which are likely to be on the move. For the heavy I’d lean towards ML/HBs for MW strats, or LCs for the bang.
YMMV depending a lot on the rest of your list, local meta, and CTs

Since the start of 8th edition I have been preferring tactical squads of 5 marines: lascannon for heavy, storm bolter on the sarge. Backfield uni sergeant's keep their chainsword. Forward squads pack a power fist.
Keeps the squads cheap, cheerful, and a threat to anything on the board.
