First thoughts would be finding some old bretonnian archers or 3rd party similar stuff, slicing in half to use the legs, with cadian torsos (or possibly scion arms and torsos?), and a oldmarine bolter with some kind of barrel extension, and probably a third party helmet (or a lot of bitz store ultramarine crests on scion heads), but thats a lot of kits, one of which is oop, and I'm not sure it's quite right.

Old Bretonnia men at arms for legs (as Vejut suggests), Skitarii vangaurd heads and arms (with the crest sculpted on), and cadian torsos with the breast plate filed down to the last plate (as on this guy in the middle ). A fair bit of work, but it would be cool!

A bit expensive but forge world do Cadia heads with rebreather masks sculpted on them, would be a close match to the look with some after market crests.
