I would recommend replacing the Librarian with a Techmarine with Master of the Forge stratagem and make him your warlord (or use a stratagem to make him one).
Upsides to this change are: More repair potential and +1 to hit bubble.

The saved points could for example be used to give your Captain a jump pack for more movement options and some hunter-killer missiles on the Leviathan.

Do you have any tactics in mind?
Also will you be playing in games using the ITC rules or something different?

I would drop the chapter master for the techmarine and out him with the whirlwinds. It's either a mixture of cm rerolls or +1 buffs but both is overkill. With the extra points I would change the librarian to a chief and give him and the lieutenant jump pack and storm bolters.

Plan is for the 2 lascannon dreads who are untargetable to punch high T targets. The librarian and will of iron will be 3 denies. The librarian would go with the leviathan to keep it alive and buff as it tanks with stratagems. The cm and the characters are a CC counter threat. The snipers go out front to screen and plink out mw and keep characters honest. The land speeders are fast response screens or objective grabbers with decent fire power. The tfc and whirlwinds reach out and touch things. The servitors are screens too. It can all target vehicles or hordes if concentrated and also los. It has an answer for almost everything. With more buffs than should be legally fair.

Built for normal games but would be ok in itc too except giving up some secondaries easily.

If I were making this list I'd drop the brigade for a double battalion so you could get rid of the servitors and land speeder tempests, upgrade a few scouts to infiltrators and your chapter master to phobos. It'll make you much more resilient to deepstrike mele and shooting.

You'll see a lot more warptalons and people bringing other overwatch denial soon and auspex scan can only so much.

If you are going for normal games this could be quite fun. If you want to optimize more for competitive games I would reconsider the need for a brigade. If you would split your brigade into a batallion and a spearhead detachment you could replace 3 units of scouts and 3 units of servitors (255 points) with other options.

Instead of 16 your will start with 10 command points. I reckon 'wasting' 255 points just to get those additional 6 command points can be debatable. Giving one of your characters 'The Tempered Helm' relic could bridge this gap a bit as well.

Would be interested if you find after some games that you truly need all those command points.
