Ok, so we know that sisters have numerous small minor orders but do we have any info on how they're founded? do they each have their own patron saint? I'm curious

Opinions are not facts please don't confuse the two

I doubt there's an official procedure or anything properly organized for that.

I could see it happening along those lines: some sisters vow to protect a specific holy site or to fight heretics in a given sector. One or more sisters do something exceptional and become revered figures (saint or not) for the girls fighting there. Eventually, the ecclesiarchy officially turns that local force into a minor order to honor those heroins/martyrs/saints/whatever. Over time, they grow their own "flavor" and voilĂ !

I agree there's probably no standard procedure. The Ecclesiarchy or the Sororitas themselves likely just do it as they feel is needed.

The people in the past who convinced themselves to do unspeakable things were no less human than you or I. They made their decisions; the only thing that prevents history from repeating itself is making different ones.

For my homebrew Order(s) I went with the idea of an Order Militant founded with a specific purpose and a couple of minor Orders to support them.

As said, it's just regional variation that gets acknowledged as something a bit different.

The new codex has an example of how it can happen.

The Order of the Iron Veil are a minor Order of the Sisters of Battle, that was once a Preceptory of the Argent Shroud.

This changed, however, during the Cerebyte Uprisings that unleashed horrors that tore through an entire Sub-sector. The Sisters had been thought lost, as the world they had been stationed on was struck by the Uprising, but when the last of the Cerebyte Princes was killed, it was discovered they still lived. Not only that, the Sisters had kept their world from devouring itself and had even continued recruiting new members into their Preceptory. Shortly afterwards, they were named a new Order by decree of Ecclesiarch Dorrl III

But, as others have basically said, I don't think the fluff has said anything about some standard procedure. My personal assumption would be that a Preceptory of a Major Order does something to distinguish itself, and someone in the Ecclesiarchy with sufficient authority declares them to be a new Minor Order.

I think the vagueness is a good call, though. It gives players more freedom in creating their own Minor Orders.

sounds about right, it could be done for prestige, it could be done because the order is needed to operate on it's own without worrying about the larger orders beucracy, it could even occur as a preists power play to tie a buncha sisters more closely to his personal power base

Fortress world of Ostrakan

My homebrew lore has it that a cardinal needed a defensive force of his convent so he ordered the creation of a minor order militant and recruited local young women to serve in it.

Worried about the "local" part. Given one of their tasks is going to be "watch over that cardinal and burn him if he goes bad", I don't think the Ecclesiarchy would allow him to select the recruits himself.
