You need to carefully deterimine your politics now -- are you a guy who will never ever mix any non-elysian into a detachment with elysians, or are oyu a guy who will cite that elysian powers are from a keyword change, and implicit in the units, and thus not a regiment to be broken, and that this allows you to place for example astropaths with your elysians (even if the astropaths are limited to their own abilities and cannot dropstrike, ei, not elysian)
If you mix, you can make very fluid battalions with scion trooper squads laced among special weapons teams and snipers of elysians, backed by elysian heavy weapons, with astropaths and officers of the fleet and the occasional ministerium priest and psyker.
If you don't mix, you can make elysians in one detachment, and anything else you ever want in another.
Some local game stores seem to believe the rule goes one way and some believe it goes the other, and it may affect your design of army a bit. Purist jerks will argue all day that no, its overpowered to allow a gaurd unit to mix in gaurd,
Elysian command squads and scion command squads synergize well for a sunday punch from heck, although they are of course not a cheap sunday punch.
My elysian conversion is a simple one -- slap a marine backpack on the body of a cadian (or any other gaurdsman) and viola, its a different model armed with a lasgun that makes a very serviceable droptrooper elysian. (A couple ended up in my gallery if you want to see, in colors inspired by the UN's peacekeepers.)
For 500 points, I sort of lean to recommending a pair of scion starter packs, built out as a pair of patrols (tempestor prime, 5 man troop choice with 2 sw, 4 man scion command squad iwth 4 sw, 1 commisar with a boltpistol/chainsword combo, and one of the two groups gets a transport : tauros prime with 2 hotshotvolleygun and tauros missle launcher and stormbolter.
Its an EASY army to build, 23 models total, and only 2 boxes to buy!
