I'm wanting to paint my Freefolk for ASoIaF with inks, like this ( https://youtu.be/IdVNvAtmKws ). However Vallejo Inks are near enough impossible to find in Ireland. So I was wondering what if any substitutes would work... regular artist Inks?

Do Wayland not ship to Ireland? They stock all of Vallejo's inks.

This technique is what the new GW contrast system is trying to emulate.

as for alternatives to actual inks. i believe you can use acrylic based inks like the ones liquitex makes. however as i have yet to try brush painting with it take this with a grain of salt.

They do, but I haven't had a good experience with Wayland. They also don't seem to have all the colours I need.

Washes are a bit different to Inks. GW used to do some good inks back in the 90's, but sadly stopped selling them.

Yeah, I have seen a few videos where people basically conclude that GW contrasts are watery inks.

I did suspect that acrylic based inks would produce the same result. I may see if any art and craft shop near me sell some of the colours I need.
