3 tempest prime (2 command rods and 1 plasma pistol)
45 scions in 9 five man squads
... 10 hotshot volleygun and 8 meltagun ,
... sgts all have chainswords and hotshotlaspistols except 4 plasma pistols, 2 powerswords, 1 powerfist
... 3 have vox commo packages (a vox caster and a hotshot laspistol is added to the hotshotlasgun on the troop choice)
12 scion command squad members
...12 plasma guns
3 psyker primaris
1 psyker priamris character aradia madellan
3 astropaths
1 lord commisar yarrik
3 ogryn bodygaurds with bullygryn plate, brute shield, bullygryn maul each
1 ministerium priest with poweraxe
5 crusaders
3 valkyrie with 2 heavy bolter, 2 multirocketpods,
That's 3 battalions with 9 troop, 9 command, 3 transport, 11 elite.
I will, obviously, build another darn scion sgt in the morning to put another plasma pistol on, thus fullfilling my requirements for the 2000 points. (Or perhaps another troop choice ggets a voxcaster?)

Anyway. I got my tail handed to me in the 1500 point against new marines, so I am quite eager and even curious to see how this goes at 2000 against "random faction"
I recognize well that this list is fragile as hell, but it hopes to overcome that fragility by bringing a lot of the troops in later, denying enemy turn 1 slaughters that seem to be the new meta.
All three battalions are "drop detachment" designated (-3cp) and 1 drop commander is designated the field commander for that (-1cp)
The lord commisar's relic, the warlord (command rod) has laurels of command, the drop commander has autoreliquary of tiberius (-1cp and -2cp for extra relics)
This leaves me 18-7 or 11 at start.

Plan is to see what the enemy has and use the incredible flexibility of deployment to get a good start setup. I can shift from 12 to 32 initial units in deployment, letting me control the setup phase against many but not all opponents.
I don't think I have ever run a 2000 point list without significant indirect fire capabilities, even when its been droptroop/elysian/cadian trios. So this will be new!

Your going to have an uphill battle. Scions are all about dropping in and killing everything. If the opponent survives, you don't have much of a counter punch.

How set are you with being pure Tempestus? Would you consider some Cadian/Catachan tanks to anchor your deployment zone?

Last thing, half your army MUST start on the table. Not sure if you were implying you were going to keep everything off the table turn 1

You are totally on the nose right about that, yeah, it was an uphill battle.
Denying the turn 1 slaughter was more a function of having things in the valkyries on turn 1 -- which tends to make the gaurd go first with this list, against many opponents in the slow grow league. With 3 valkyries started on the table -- and the troops and such within this was enough to meet the half my forces on the table rule. I put most of the troop choices in deepstrike, and 2 of the tempestors, but everything else was in flyers on the board or on the board.
At lower point levels it went ok, pure scions did well, but as it got bigger and bigger the drop group of command squads became a smaller and smaller alpha threat to the enemy's firepower, and the larger board presences of at 2000 points meant the enemy could screen me further and further out.

Again, this was a slow grow league with some pretty strict "one faction only" requirements. It was also my only chance, I think ever, to run a 2000 point pure scions list, which seemed reasonable because there were people in that competition running 2000 point pure demon lists, too.
If I ever try this again, it will be an army with WAY more plasma, and even a few meltas. The hotshotvolleyguns are merely efficient when the list needs "explosive focused damage".
