At my local GW some guy said GW is axing the Index??? Is that true?

Short answer, yes. It's been superceded with Legends, Codexes and White Dwarf mini Codexes.

There are a few old model options that apparently didn't make it to Legends, but I'd advise not using them except amongst friends that agree.

Ish. The most current datasheets are the datasheets you should be using. Almost all units not in codexes are now on legends. There are maybe 5 units that have not become legends so far? 2 of which are oop nid fw options. Skyslasher swarms and tyranid shrikes.

These are my opinions. This is how I feel. Others may feel differently. This needs to be stated for some reason.

Its a website where GW posted datasheets and points for units and wargear they are specifically not considering when balancing the game and won't be updating again in the future.

google 40k legends units.

Can someone tell me where I can find the rulesets for Bigmek w/ Kustom Force Field?

I can't find it in the index or codex or legends, yet Chapter Approved changed its cost.

It's very possible there is no datasheet for a Bigmek with KFF. Chapter Approved is often riddled with errors that sometimes get FAQ/Errataed.

Index: Xenos 2, page 14.
It's literally the only thing on that page.

You know, I have thought about that. There is a "Daemon Prince of Nurgle with Wings" listed, a "Hive Tyrant with Wings" a "Lord of Change with baleful sword" and long list for all the Great Unclean One with all sorts of wargear variants. None of those have datasheets.

These precedents mean that a "<Datasheet> with <Wargear>" entry in a points value table isn't required to have a separate datasheet, but may have one like "Big Mek with Shokk Attack Gun". Therefore the correct way to field a Big Mek with Kustom Force Field would be using the most recent "Big Mek" datasheet and equipping it with a Kustom Force Field - ironically, this is not permitted by that datasheet.

7 Ork facts people always get wrong:
Ragnar did not win against Thrakka, but suffered two crushing defeats within a few days of each other.
A lasgun is powerful enough to sever an ork's appendage or head in a single, well aimed shot.
Orks meks have a better understanding of electrics and mechanics than most Tech Priests.
Orks actually do not think that purple makes them harder to see. The joke was made canon by Alex Stewart's Caphias Cain books.
Gharkull Blackfang did not even come close to killing the emperor.

If it doesn't have a model currently available from GW or FW then its most likely a legends unit. If (like me) you have a big mek with kff model then I would continue using it until it gets sorted but I would advise against converting one.

This system of theirs is clearly not complete and as usual badly implemented.

Or just use the Legends datasheet for Big Mek on Warbike, which does have a KFF option.

My official metal meks I bought from GW don't have bikes.

It's also quite relevant to people going to tournaments because those can't use legends, but the KFF mek is listed as codex and thus a valid choice for them.

So it sounds like the Deffkopta with KMB is no longer valid in tournament play then. Shame, a 29 point kopta with KMB sounds great!

So is this legends thing equivalent to what they did with Tomb Kings? You can use them but none really cares about them? ? ?

Basically.

Too new a thing to say for sure how little people will care about them, but it's a similar move.

As in other threads its not clear index only war gear and units are still valid till GW clarify the intention maybe to replace index but until an faq says otherwise they are legal

Depends on the environment.

Obviously, if you and your opponent agree to use them, nothing stops you from doing so. They're not legal at the big Games Workshop sponsored events such as the UK GT or Warhammer World tournaments (though GW store events will depend on the store manager) and they're not legal in major ITC events (though for smaller events it will vary from organizer to organizer).

Best bet is to check first.

It'll probably boil down to what battlescribe decides to add to their databases

They're setting it up so Legend options are in the catalogue but you have to specifically choose an option within the roster to access them. By default Legends will be hidden.

I don't know what the call for Shrikes etc for the future is yet.
