Ok, I'm making an 2 armies for a Steel Legion 8th edition. The first is a 1k army, the next is a 2k that will not be here, but in a different post. I want this to be as thematically accurate to the Steel Legion as possible while remaining effective.
The Conscripts are there to line the edges of the table to give a nice net of anti deepstrike, The Chimeras are there to transport the infantry squads plus Commissar Sebastian Yarrick and a Lord Comissar for "emotional support". The armored Sentinels are around to help support the infantry squads with some heavy firepower. oh, and there's one more commissar that I'm not sure about but I think I'll just have him end up near a conscript unit that needs his leadership.

There is a lot of advice I could give.
The first thing is you have 2 special weapons per regular gaurd squad, a nono -- they can only take one each unless I forgot something special about steel legion. Also, you have 3 commisars to offer morale for 4 units. Would recommend you downgrade 35 point guy to be a 30 point company commander. This incidentally gives each chimera a free stormbolter upgrade and the company commander can arm up himself with a bolter rifle.

Next, steel legion works incredibly well at 1000 points with the emporor's blade company. It is softer on command points than WOE and you only have 8 total (consider the wrath strats all cost 2 each, but blade are all 1 each) -- with it, you can potentially do things twice rather than shoot your whole cp wad in one barrage of basilisk or wyvern.
The blade gives you overwatch from a chimera nearby that hits on 4+ (1 cp) for your troops and a company commander that issues orders from inside a blade vehicle (excellent) and it gives you for 1 cp ONE unit that disembarks at the END of movement phase, AFTER the chimera charges forward. So you can potentially employ a lot of punch for 1 cp, if you thread taht needle and just dump a command squad out after movement. 18 inch rapidfire range is awesome here, giving your command squad a threat range of 31 inches for doubletapping, and 37 inches in a pinch./
Remember the steel legion stratagem (another command point) gives them safe plasma even when yarrik isn't nearby, rerolling all one's, so the officer's orders can be used to improve their wound rolls if you are feeling "must kill that thing"
This invites the idea of not spending much money on conscripts. Lose a conscript squad and you now have 94 poitns to spend .. that is enough for a command squad with 4 plasma guns and a company commander, to the point.
I confess, I would probably drop the other 80 point unit of relatively useless conscripts for a 10 man veteran squad and give them 3 plasma rifles and a plasma pistol .. 1 points remain This is a not so terribly fragile unit in gaurd terms, but its got nearly the same offensive punch (more antihorde, even) than the command squad. Now you have 2 10 man squads to backfield camp, and 2 darn good units to bring forward in shiny metal boxes. A slightly different variant on this all would not bother with the company commander nor with the command squad, but simply put a second, similar veteran squad in chimera2. The strategems would keep things rerolling 1 on first round, and yarrick would step out afterwards for the 2 squads (if the first lived) on round 2.
If you wanted to do all this and still have wrath of the emperor, you could end up with

You would have the needed 4 points to give each chimera a storm bolter -- 4 extra shots never hurts on overwatch

You get 1 more cp and lose it immediately to make a second specialist group. but I think this greatly enhances the punch your army has -- if they deepstrike, simply drive back and kill them with plasma!
If you go "2 wyvern" in the back, for example, this still has viable anti-tank capabilities and a means to deliver them.
(I recognize the spoiler is probably answering a question that you didn't ask and don't care about, but it happened to be the thing I was researching as I frantically rework my own list for an upcoming tiny tournament.
